Workshop title (Criminal legal confrontation of the drug
phenomenon) presented by Assistant Professor Dr. Khaled Ahmed Ali Ahmed. There
is no doubt that the spread of drugs and psychotropic substances and the
illicit trade in them has reached a frightening degree in various parts of the
world and is threatening entire societies, which It generated great concern for
the entire international community.
In Iraq in particular, we are currently facing the most violent
attacks in the field of the spread and use of drugs due to the openness of the
borders to neighboring countries, and the spread of organized crime gangs. Iraq
has become a suitable environment for the presence and spread of drugs, with
weak social control institutions and weak means of combating drugs in the
country.
In view of the huge and imaginary sums generated by the drug
trade, international gangs began to increase in strength, organization, and
funding, and their activities extended across countries to continents until
drug crimes became transcontinental, legalized without a nation and without
borders, and led to other serious crimes such as (money laundering, organized
crime, and human trafficking). weapons, administrative corruption, etc.), and
drugs have also become one of the most prominent sources of financing terrorist
activities in the world.
Accordingly, the Iraqi legislator issued a new law called (Law on Combating Narcotic Drugs and Psychotropic Substances No. 50 of 2017), which included a modern criminal policy consistent with international agreements concerned with combating drugs. We will look at the most important forms of criminal confrontation with the drug phenomenon that were mentioned in the aforementioned law.
