The discussion panel addressed the problem of confusion and overlap between the concepts of the contractor in the service rental contract and the temporary employee, and the lack of distinction between them by the legislator and the Iraqi administrations. The researcher called for the necessity of accuracy in defining concepts in order to reach an accurate description of the legal relationship between the public administration and those who work for it to ensure the regular functioning of the public facility and to achieve the public interest.
